This recognizes errors that happen during the global cluster bootstrap.
If an error happens, the bootstrap is tried again later. The cluster
does not start until the cluster bootstrap has been finished
successfully.

Historically we allow passing an array of positional arguments or an arbitrary first argument.
This is surprising behaviour, so we should just always treat the value as a first argument.
