Willi Goesgens edda36b484 match new etcd 
- use 127.0.0.1 instead of localhost
  - properly pass errors up if we fail to launch a cluster component
  - Planner: throw proper error objects.
  - testing: properly handle cluster start abort situations.
  - if the agent doesn't come up in time, kill it for a proper abort.
