Historically we allow passing an array of positional arguments or an arbitrary first argument.
This is surprising behaviour, so we should just always treat the value as a first argument.

This makes startup and creating databases slower, but leads to
a lot less trouble later on. It can now no longer happen that
a collection or database is dropped before synchronous replication
has settled.
